A device can show excellent signal and still perform badly. The real constraint may be airtime, retransmissions, interference, or another client consuming the shared channel inefficiently.
Select a client sharing this access point
A slow or inefficient client can occupy the channel much longer than a modern client sending the same amount of data.
Wi-Fi bars tell you whether the client can hear the access point. They do not tell you whether the channel has enough capacity.
